Background

Shealy Reibold serves as Senior Resource Attorney to the Joint Citizens and Legislative Committee on Children. She works with policymakers, service providers, and stakeholders to identify the most pressing needs of children in the state and to make policy and legislative recommendations to improve the lives of South Carolina’s youngest citizens.  Shealy’s experience in health law and policy began at the SC Department of Health and Human Services (Medicaid) where she served as Assistant General Counsel.  In that role, Shealy served as the legal lead for implementation of the Affordable Care Act for South Carolina Medicaid.  She also served as the agency’s Director of the Division of Appeals and Hearings.  She was the Health Policy Director for the Institute for the Advancement of Community Health, a joint institute between Furman University and Prisma Health, where she collaborated with community partners to address social determinants of health through local and state policy.  Shealy has a law degree from the University of South Carolina School of Law and is a magna cum laude graduate of Furman University, where she was admitted to the Phi Beta Kappa honor society.
