Background
Jesse Cross teaches courses on Legislation, Health Law, and Conflict of Laws. He received a J.D. from Yale Law School, an M.A. in English from the University of California, Irvine, and a B.A. from Dartmouth College. After graduating from law school, Cross served as a counsel in the Office of the Legislative Counsel to the U.S. House of Representatives, an office that works with all the committees and members of the House of Representatives to draft legislation on a non-partisan, impartial, and confidential basis. In this role, Cross drafted legislation relating to the Medicare program and the Affordable Care Act, as well as legislation relating to health information technology and health care fraud, waste, and abuse.
Cross’ research focuses on federal legislation and the institution of the modern Congress. Additionally, his research examines issues relating to health insurance regulation, as well as issues relating to jurisdiction and sovereignty.
