Background

Dr. Julian Owens, Ph.D., MPH, serves as adjunct faculty in the Department of Management at the Darla Moore School of Business, where he teaches courses in global strategic management, social innovation and entrepreneurship. He brings more than three decades of leadership experience across the public and private sectors, with analyst, managerial, and executive roles in education, healthcare, and behavioral medicine. Dr. Owens has served as a management consultant and executive with Accenture and as a strategic advisor to the National Institutes of Health, the National Library of Medicine and the Congressional Research Service. He has also held research appointments with the Center for Adolescent Health and the Center for the Prevention of Gun Violence at the Johns Hopkins Bloomberg School of Public Health.

Drawing on this cross-sector experience, Dr. Owens emphasizes applied strategy, innovation and reflection in management education. In his course, he introduces the 4D Framework for Naming and Framing Dilemmas—Dialogue, Discover, Discern, and Decide—to help students think critically and act strategically in complex environments. His teaching integrates real-world case analysis, reflective learning, and structured decision-making to strengthen analytical and communication skills. By bridging theory and practice, Dr. Owens prepares aspiring entrepreneurs, managers, and leaders to connect insight with impact and make informed, human-centered strategic decisions.
